When Item banks are enabled, the Author content space is divided into Unbanked space and Item banks. Item banks are created by the institution. All existing content can be found in the Unbanked space until it is moved into Item banks.
This article will walk you through the necessary steps to move your content from the Unbanked space and into Item banks, and also moving content between Item banks.
When moving a question set, all questions within it are also moved. A question resides in one bank and cannot be used across different banks. If a question is used in one or more question sets, all of these question sets must therefore be moved together, to ensure all common content reside in the same bank at all times.
Before You Start
Be aware that moving will change the permissions to the content.
Moving content between Item Banks
Moving content from one Item Bank to another does not automatically change its Content Privacy.
Public content remains Public and becomes accessible to users who have access to the destination Item Bank.
Private content remains Private. Access continues to be based on the content’s existing share list, subject to the relevant users or Access Groups having access to the destination Item Bank and the required roles.
The destination Item Bank’s Default Content Privacy does not override the existing privacy setting of moved content.
The user moving the content must have permission to move content and access to the destination Item Bank.
Moving content from the Unbanked space to an Item Bank
When content is moved from the Unbanked space to an Item Bank, the mover must select the content’s privacy setting:
Public: The content is accessible to everyone with access to the destination Item Bank.
Private: The content is accessible only to the content creator and users or Access Groups with whom it has been explicitly shared. These users must also have access to the destination Item Bank with the Author role.
The selected privacy setting defaults to the destination Item Bank’s Default Content Privacy.
If the tenant restricts which privacy conversions are permitted, the privacy setting is fixed to the permitted value and cannot be changed during the move.

The mover can choose whether to retain or remove the existing sharing information:
Continue sharing: Existing sharing information is retained. For Private content, users or Access Groups in the existing share list will retain access only if they have access to the destination Item Bank with the Author role.
Remove all users: Existing sharing information is removed. The content can be shared again after the move using the available sharing controls.
Moving content from an Item Bank to the Unbanked space
When content is moved from an Item Bank to the Unbanked space, its permissions are determined by where the content was originally created:
Content originally created in the Unbanked space: Its permissions are restored to the permissions it had before it was moved into the Item Bank, including the creator, Authors with Extended Access, and users with whom it was shared.
Content originally created in an Item Bank: The content becomes accessible to its creator and Authors with Extended Access.
The Item Bank’s privacy setting and sharing configuration no longer apply once the content has been moved to the Unbanked space.
Moving Rules
Consider whether to move questions or question sets. As a suggested general rule of thumb, content that is testing the same skill should be located in the same Item Bank and it will make sense to move entire question sets together. If single questions should be moved, they must first be removed from any question sets that they are used in as question sets cannot use questions that reside in a different bank.
Consider whether to move one question/question set at a time or move multiple in batch. Remember that you will be be blocked from moving if you attempt to move questions that are in use in question sets that you are not moving as part of the same operation.
Ensure the target Item bank where you want to move your content has already been created and that you have access to it. You need access to both the space you are moving content from and to.

What can be moved?
- Questions and Question sets.
- Rubrics, Essay Toolbars, Math Symbol Palettes and Essay Special Characters cannot be moved, but you can move a copy of these content types.
- A question that is using any of these content types can still be moved, maintaining its integrity.
Move questions and question sets

Choose the space to move content from
Go to the Unbanked space (Author) or the Item Bank that you want to move content from:

Choose the content type to move
Open the question or question set list, based on which of these content types should be moved.

Select and move the content

Select one or more items from the list:
- When one or more items and selected, the option to 'Move to other bank' is available. Selecting this gives the option to Move to Item Bank or Move to Unbanked (unless the content are already in Unbanked).

Select the destination and 'Move'. You can only move content to item banks that you already have access to.

When the move is completed, the option to go to the destination bank is available. If the move failed, you can see what question(s) / question set(s) where unsuccessful.
- Once content is moved the event log is updated. The event contains information about who moved the content, where it was moved from, and where it was moved to. There will be one event logged for each item moved, even if items are moved in batch.

Unmovable content
If the content you are trying to move include questions that are used in other question sets that are not part of the same move operation, you will be informed of this when selecting 'Move to other bank' from the list view, including information on which specific Questions are used in which other Question Sets.
If some of the selected items can be moved, you will get the option to proceed moving those allowed.

Move a Question used in Question Set
When attempting to move one Question that is used in Question Set(s), the Question Set(s) which is preventing the move are listed and can be opened in new tab.
Consider whether you instead should move these Question Sets. Alternatively remove the Question from the Question Sets or take a copy of the Question and move that.

Move multiple Questions used in Question set
When attempting to move multiple Questions that are used in Question Set(s), the Questions which are preventing the move is listed with the corresponding Question Set(s) they are used in.
Consider whether you instead should move these Question Sets. Alternatively remove the Question from the Question Sets or take a copy of the Question and move that.

Move a Question Set which shares a Question with other Question Sets
When attempting to move one Question Set which shares Question(s) with other Question Set(s), the Question(s) which are preventing the move is listed with the corresponding Question Set(s) they are used in.
Consider whether you should also move these Question Sets. Alternatively remove the Question from the Question Set or take a copy of the Question and add that to the Question Set you are trying to move.

Move multiple Question Sets which share a Question with other Question Sets
When attempting to move multiple Question Sets which shares Question(s) with other Question Set(s), you first see which of the selected Question Sets cannot be moved. Then you see which Question(s) from these that are shared with which other Question Set(s).
Consider whether you should also move these Question Sets. Alternatively remove the Question(s) from the Question Sets or take a copy of the Question(s) and add that to the Question Sets you are trying to move.
To resolve this to continue moving, you can either
- Move all question sets that contain the common questions. This requires you to locate and select all from the list before selecting to move
- Remove the question(s) from the question set(s)
- If multiple question sets should contain the same question, but you only want to move one of the question sets, you can duplicate the question and replace the original with the copy in the question set(s) you want to move
